UN Council Endorses the US Gaza Peace Plan
A UN Security Council has voted to endorse proposals presented by the US president for securing a long-term stability in Gaza, including the stationing of an international stabilisation force and a eventual avenue to a Palestinian statehood.
Widespread Approval with Notable Absent Votes
The resolution was approved by a tally of thirteen in favor, with China and Russia abstaining. America's representative the American delegate informed the international body that it set “a fresh direction in the Middle East for Israelis and Palestinians and all the inhabitants of the area alike”.
Compromise Language on Independence
Incorporation of allusions to an independent Palestine was the concession the America offered for backing from the Muslim nations, who are likely to supply peacekeepers for the global force.
“Provisional steps that we start today must be carried out in following legal norms and honoring Palestinian sovereignty,” James Kariuki affirmed.
Government Objection Continues
Nonetheless, on the eve of the resolution approval, leader Benjamin Netanyahu reaffirmed his cabinet's firm resistance to the establishment of a sovereign Palestine, creating uncertainty on whether Tel Aviv will accept the implementation of the internationally endorsed measures.
Central Components of the Resolution
- Prompt removal of existing limitations on humanitarian aid into Gaza
- Establishment of an multinational peacekeeping unit
- Steps toward rebuilding and a eventual “avenue to Palestinian self-determination and nationhood”
Unclear Language and Conditions
The reference to independence was a negotiated inclusion to an original American proposal which excluded it. Yet the phrasing is vague and conditional, declaring only that once the Palestinian Authority has undergone changes and the restoration of the territory is under way, “the situation may finally be in position for a realistic route to Palestinian independence and statehood.”
International Feedback
The language fell far short of the firm commitment to the creation of a sovereign Palestine beside Israel sought by Arab and Islamic states, as well as European delegates, but in speeches to the chamber after the decision, envoys from those states said they were willing to endorse the settlement in the interests of continuing the present ceasefire and prompt actions to provide for and safeguard the millions of Palestinian people in the strip.
“Algeria has ultimately decided to endorse of this resolution, a resolution that we support its main goal, namely the continuation of the ceasefire and the formation of circumstances permitting the Palestinian population to claim their immeasurable rights to sovereignty and sovereignty,” the Algerian envoy stated.
Execution Hurdles
The proposal grants general supervisory power to a “peace board” chaired by Donald Trump, but of undefined composition. The group has to update the international body but it is not obligated by the desires of the global organization or by the Palestinian leadership.
Additionally, it requires the establishment of a Palestinian technocratic committee that is tasked with overseeing daily administration of the Gaza and the provision of utilities, but it is far from clear who would be involved.
Security Force Mission
The mission of the international stabilisation force gives it authority to remove and dissolve militant organizations in Gaza, but it is quite ambiguous that possible sending countries would be willing to engage such factions. No country has yet pledged to dispatching troops.
Additionally the requirements for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been unclear.
EU representatives said they considered it urgent that the members of the expert panel to deliver services was agreed as without delay.
